Thanks to the organization committee of Laval University which organized the 3rd. francophone summit that had been held for the first time here in Alexandria from 12-15 March 2006, Egypt after being held 2 times before, the first in Quebec, Canada, then the second was in Ouagadougou, Pourckina Faso.

So we dedicate our best regards to our cultural intellect portal here in Egypt "the Bibliotheca Alexandrina" represented in his Excellency the Ambassador Taher khalifa (the Egyptian Coordinator and his domestic crew) which embraced and adopted this special summit, in addition the team of volunteers (Club des Jeunes Francophones in Alexandria) and finally the other sponsors "l'Université Senghor, the Canadian Embassy, the French Consulate, the Governorate and the University of Alexandria".

Donc nous dédions nos meilleures salutations encore pour notre portail culturel ici en Égypte "la Bibliothèque Alexandrine" représenté en son excellence Ambassadeur Taher khalifa (le coordinateur égyptien et son équipe domicile) qu'a embrassé et adopté ce sommet spécial, encore l'équipe de volontaires (Club Des Jeunes Francophones en Alexandrie) et finalement les autres sponsors "l'Université Senghor, l'Ambassade de Canada, le Consulat Français, le Gouvernorat et l'Université D"Alexandrie".

Really we met a lot of intellect people from different 52 Francophone member states and cultures, because the francophone culture is mainly based on the cultural multiplicity and the diversity.

Tellement on a rencontré beaucoup de monde intellect des 52 membres états francophones et cultures déférents, parce que la culture francophonie est principalement basé sur la multiplicité culturelle et la diversité.

This session focused just on 4 axes "the city, the book, the thinking and finally the information" respectively inspired from the title of the summit "Knowledge Transmission & Acquainting The Other Cultures", and marginalized some important topics e.g. the human rights, the NGOs, the academic freedom and the youth, perhaps because the francophone summits still new, then as mentioned here above this is just the third summit.

Cette session a concentré seulement sur 4 axes "la cité, le livre, la pensée et finalement l'information" respectivement, qui sont inspirés du titre du sommet "la transmission des connaissances, des savoirs et des cultures"; et puis marginalisé quelques objets importants e.g. les droits humains, les ONGs, la liberté académique et la jeunesse, peut être parce que les sommets encore neuves, puis comme le dessus mentionné ce ça le 3e sommet.

May be the above mentioned axes getting the interest of the giant francophone member states e.g. France, Canada, Belgium and Switzerland, however the majority of the other 48 member states still in development or under development so the axes I'd mentioned were more important for us.

Peut être les premiers dessus mentionnés axes ont l'intérêt des géants membres états de la francophonie e.g. France, Canada, Belgique et Suisse, mais la majorité des autres 48 membres états existent encore en développement ou sous le développement, donc les autres 4 axes ceux qui j'ai mentionné sont plus importants pour nous.

However the last axis concerning the information adopted the freedom of expression due the session of "the relationship in between the press and the development", so we discussed with the panelists the crises of the censorship in the developing francophone member states, and how to approve a moral contract concerning the francophone member states freedom of expression

Mais le dernier axe concernant l'information a adopté la liberté d'expression selon la session de "la relation entre la presse et le développement", donc nous avons discuté avec les panélistes les crises de la censure aux pays francophones en développement, et comment on peut approuver un contrat moral de la liberté d'expression qui comprend tous les membres états de la francophonie.

Beside the sessions both the French Consulate, l'Univesité Senghor and the Canadian Embassy offered some sort of unique receptions that made some sort of relaxation after long days of discussions and sessions that made all the audience get acquainted each other more and more, there was an ambience of intellectuality and accepting the other, most of the consultants and the VIPs were listening to the younger generation not only that but a lot of the younger generation submitted some good and unique papers, unfortunately I couldn't submit a paper or a thesis because I'd registered after the expire date.

En plus des sessions le consulat français, l'Université Senghor et l'Ambassade de Canada respectivement ont offris quelques réceptions uniques qu'ont fait quelque relaxation après les longues journées des discussions et sessions; pas seulement ça mais encore l'audience a commencé reconnaître plus l'une l'autre; il y'avait une ambiance d'intellectualité et accepter l'autre, la majorité des consultants et les VIPs ont écouté bien à la jeunesse et aux qu'ont soumis quelques bons et uniques papiers, malheureusement je n'ai pas soumis un papier ou une thèse parce que j'ai me inscris tard après la date d'expiration.

The second day we had the honor to congratulate his Excellency Mr. Abdou Diouf the secretary general of the Intergovernmental Francophone Organization at the Bibliotheca Alexandrina at the Formal inauguration where his Excellency Dr. Ismail Serageldin pronounced a magnificent speech concerning the francophone culture, hopes, dreams, the millennium goals and finally respecting the other, a lot of the attendees kindly requested that speech in a hard copy (written) to be as an editorial in their magazines or presses, however "Dr. Ismail is rarely to print and dedicate a speech like that to any one" said his Excellency Ambassador Taher Khalifa.

Le 2e jour on avait l'honneur d'accueillir son excellence Monsieur Abdou Diouf (le Secrétaire Général d'OIF) à la bibliothèque à l'inauguration formelle où son excellence Dr. Ismail Serageldin (le Directeur en Général de la Bibliothèque) a prononcé un discord magnifique concernant la culture francophone, les espérances, les rêves, les buts du millénaire et finalement respect l'autre, notez que il y'avait plein d'audience de cette session ont demandé ce discours écrit pour être publié ainsi un éditorial aux leurs journaux et magazines, mais "Dr Ismail jamais imprime ou dédie un discours comme ça pour qqun" dit son excellence Ambassadeur Taher Khalifa.

I've to refer also to the amazing Nubian and the Upper-Egypt folk show performance in the third night that sponsored by l'Université Senghor, because really we missed in that summit any performed cultural activities e.g. music, dance, theatre or opera, because the art is the only global understood language, really the people especially the younger generation get impressed and reacted a lot with that energetic show which filled of life, colors and music as a part of our heritage and culture.

Je dois indiquer encore le merveilleux spectacle folk Nubien - Haute égyptien à la 3e nuit qu'a sponsorisé par l'Université Senghor, parce que on a manqué au sommet n'import quelle activité culturelle spectaculaire e.g. la musique, la danse, le théâtre ou l'Opéra, parce que l'art est la seule langue globale compris, vraiment le peuple surtout la jeunesse est impressionné et réagis beaucoup avec ce spectacle énergétique qu'a plein des vie, couleurs et musique ainsi une part de notre patrimoine culturel.

Finally, we hope that the next summit will adopt something in common among all the francophone young generation to combat the crises of unemployment, ratifying the moral contract of the freedom of expression and abolishing all the types of the censorship, discussing the obstacles that face the academic freedom in the lower francophone member states, not only that activating more and more the role of the NGOs in the developing francophone states.

Finalement on espère que le prochain sommet adoptera quelque chose en commun parmi toute la jeunesse francophonie pour combattre la crise du chômage, ratifier un contrat moral concernant la liberté d'expression et abolir tous les types de la censure, discuter les obstacles qui confrontent la liberté académique dans les pauvres membres états francophones, pas seulement ça mais renforcer le rôle des ONGs dans les mêmes états en développement.
