télévision Web locale L'aide à la diffusion de l'audiovisuel sur Internet constitue une constante de l'action du RVN depuis sa création au travers de nombreux accompagnements et animations de réseaux et surtout de plusieurs dizaines d'événements. Il s'est donc agi au lendemain de notre séminaire - et surtout avec l'aide de partenaires connus de longue date - de proposer aux porteurs de projets TV Web un ensemble de services leur permettant d'être accompagnés dans les différentes phases de création et d'exploitation de leurs télévisions. Celles-ci pourront être de vrais canaux de communication répondant à des attentes précises des habitants, et aussi des outils de premier plan pour les acteurs économiques et culturels, en permettant une participation interactive et surtout riche en possibilités d'échanges cognitifs. En
association avec le RVN, nous nous efforçons de proposer une plateforme
technique de création et diffusion TV Web, orientées vers
les territoires ruraux, et les quartiers urbains. Dans le cadre de la
valorisation de ces territoires, les acteurs du développement économique
ont en effet besoin de disposer d'outils permettant d'améliorer
la visibilité des avantages compétitifs que présentent
leurs villes et régions et de valoriser leurs actions et celles
des acteurs de la société civile, afin de créer de
nouvelles activités et pratiques de communication. La
plateforme TV Web est un nouveau canal de communication dynamique qui
permet une participation plus forte des acteurs d'une collectivité
et s'inscrit dans une dynamique participative, s'adaptant selon les contenus
vidéo aux divers publics usagers. Le
projet consiste à offrir sur un portail Internet deux outils : La plateforme de travail
collaboratif permettra à tous de bénéficier d'un
certain nombre de services : Cette plateforme sera également nourrie par les téléspectateurs qui pourront proposer des reportages mettant en valeur leurs manifestations et activités culturelles, mais aussi réagir aux reportages diffusés. Une telle interactivité ne peut que favoriser au niveau local le développement de formes d'e-démocratie nouvelles et pertinentes. La plateforme offrira les outils nécessaires à la réalisation de production vidéo de qualité, utiles à la promotion des régions et de leurs actions. Pour cela, les différents supports proposés aux adhérents du service sont les outils techniques de réalisation, une bande passante importante pour une diffusion de qualité et un hébergement sur un serveur mutualisé. Dans
cette perspective, Empreinte offre une plateforme en ligne complète
et les services associés (logiciels, formation, support). Chaque
exploitant disposera en standard d'un outil complet comprenant l'hébergement,
le logiciel de gestion-diffusion en ligne, le support (formation, accompagnement
technique), avec : De
même, dans une orientation européenne où la coopération
est devenue l'un des critères principaux de sélection des
projets, cette plateforme permettra à chacun de mieux se connaître
afin de développer des programmes au niveau national voire européen
et international. Ces prestations seront utilisables par les Web TV locales,
avec le soutien d'organismes de formation pour réaliser des programmes
mettant en valeur les actions développées localement. Ces
derniers pourront servir de supports de marketing des régions. Ce
projet propose des possibilités d'animation de site par des moyens
vidéo facilement utilisables en collaboration avec des écoles
de journalisme et de réalisateurs qui peuvent trouver dans ce partenariat
la possibilité de stages professionnalisants pour leurs étudiants.
Les
partenaires ayant donné leur accord comprennent, trois groupements
de Web TV locales - regroupant 80 TV Web - et des Web TV indépendantes.
Le groupe de travail " audiovisuel " du RVN a pour mission de
prendre des contacts avec des écoles de journalisme et des réalisateurs,
ainsi qu'avec certains professionnels audiovisuels intéressés
par le projet. _______________________________________________________________________________ The primary objective of the European Network of Digital Cities (RVN) is to favour the emergence of cities and territories of knowledge. Among the numerous vehicles of the genesis of a knowledge and competitiveness economy, we can easily quote the assistance to the creation of genuine local televisions as what is being achieved in Italy and especially in Emilia-Romagna. The organisation, by our network, of an Arenotech seminar (www.arenotech.org) on the 14th October 2005 in Rome has re-launched the interest of our speakers for an action directed toward this end. The assistance to the broadcasting of audio-visual aids on the internet constitutes since the beginning a constant of the RVN's activity, through the support and organisation of many networks and above all of numerous events. The day following the seminar, the network proposed to the project bearers, with the assistance of long-known partners, a set of services that would enable them to be supported during the different stages of creation and working of their televisions. These TVs will be real channels of communication fulfilling the inhabitant's precise expectations and they will also be first class tools for the economical and cultural actors by enabling an interactive participation which will be rich in possible cognitive exchanges. Hence, we strive to propose two technical platforms of development of Web TVs with all the necessary support. Each platform is either oriented towards rural territories or towards the urban districts. In order to give value to these territories, the actors of the economic development need tools that will enable them to better the visibility of the competitive advantages that their cities and region possess, and also to create new activities by new uses and models of communication. They also need to develop their actions and those done by the most competent actors of the civil society. The Web TV also is a very valued vehicle of public actors such as the city council of Paris, the city council of Chesnay, the chamber of commerce and industry (CCI) of Versailles, the Hauts de Seine CCI, the Basque country TV, Telesonne, Ecoter TV (user of technologies), which represent a few of the many local experimentations of local communication. The Web TV offers a new channel of dynamic communication that permits a stronger visual participation from the actors of a community and is part of a dynamic of participation, adapting itself according to the video contents to the different types of users. Contributing to give value to the local economical and cultural activities, the Web TV is first of all a tool to promote quality, far away from certain attempts of local televisions that were not very attractive, that were poor in contribution in terms of training and competencies but very close to district TVs such as the one presented by professors and students from the university Rome III. The development of local Web TV will permit to maintain the link with the "local Diaspora" and present the attractiveness and competitiveness of the region to all those - private actors or firms - that want to settle there. The projects aim s at offering two tools on a web portal: - a collaborative working space regrouping actors of the local audiovisual - a technical platform of high quality realisation, hosting and broadcasting The platform for collaborative work will give the opportunity to everyone to benefit from a certain number of services: - project and co-production exchange - exchange and sale of programs - internship and job exchange - reflection space on the evolution of the Web TVs' environment in France and abroad - support space for the creation and the development of the local Web TVs This platform will also be fed by the viewers who will be able to suggest reports which will bring out their events and cultural activities and who will then be able to react to the broadcasted reports. Such an interactivity can only favour the development of new and relevant forms of e-democracy at the local level. The platform will offer the necessary tools to the realisation of video productions of quality, useful for the regions' promotion, notably of their actions. Hence, the various medium offered to the members of the service are: the technical tools for realisation, an important bandwidth for a diffusion of quality and hosting on a mutualised server. From that viewpoint, offers a complete on-line platform with its associated tools (software, formation, support). Each operator will dispose of a complete tool including hosting and service.
These services will be available to the local Web TVs, with the support of training organisms to realise programs bringing out the actions developed locally. These organisms could serve as marketing supports for the regions. The realisation of this project: a platform of knowledge management and of collaborative work and a technical platform, will be made up of the following stages: - audit of the different economic actors of the rural regions in France and in the European countries in order to define the main needs (already conducted by the RVN)
This project offers website animation possibilities through easy to use video means in collaboration with schools of journalism and producers that can use this collaboration to find professionalizing internships for their students. In a first approach, these realisations will be hosted by mutualised servers. Dedicated servers can then be set up under certain conditions, on the request of an operator. This technical solution will permit to spread the number of local Web TVs, subscriber to the service all along its promotion. The partners that have given their consent include the firm, three groupings of local Web TVs (regrouping 67 Web TVs) and independent Web TVs. The task of the working group "audiovisual" of the RVN is to enter in contact with school of journalism and producers as well as with certain audiovisual professionals interested by the project. The access to the service Web TV platform will permit actors exploiting this solution to realise economies of scale. Nevertheless, many of them do not immediately dispose of financial and human resources enabling them to realise such a project whereas the diffusion on internet increasingly becomes a necessity for their activity. That is why it appears very important to set up an offer of resource mutualisation enabling a mixed funding of the service for a renewable experimentation of 24 months.
